What’s Really Driving the Data Center Backlash

The same underlying problem drives the data center backlash and the growing pushback against Flock surveillance cameras. It’s a serious breakdown in public trust between residents and the officials who represent them.

How the Data Center Backlash Began With Secrecy

When the data center boom accelerated a few years ago, developers began asking city council members to sign non-disclosure agreements. These agreements stopped elected officials from sharing project details with constituents. That left the approval process wrapped in a layer of secrecy residents never agreed to.

Why a Betrayal by Local Officials Cuts Deeper

That secrecy amounts to a breach of public trust, and voters are treating it that way. Local officials typically enjoy more goodwill than members of Congress. People see them regularly and expect them to be accessible. So when those same officials approve a controversial project behind closed doors, it feels like a personal betrayal. That’s especially true when no public hearing ever takes place. That reaction has fueled a wave of recall campaigns against officials who back these projects nationwide.

    When Perception Outweighs the Facts

Approving a data center or installing Flock cameras despite public opposition leaves residents suspecting their leaders are benefiting personally. Occasionally, that suspicion is accurate. But as with concerns over data center water use, the perceived truth often carries more weight than the actual truth. It resembles Stephen Colbert’s idea of “truthiness” — the sense that something feels true regardless of the facts. Watching local leaders push projects through despite public objection only deepens that raw feeling.

Why Better Messaging Won’t Fix the Data Center Backlash

The AI industry and the officials who support it won’t fix this problem with sharper talking points. Companies have sent representatives into communities to explain the “facts.” Instead, they’ve faced heckles, boos, and even mock guillotines at public hearings. Voters have already removed some city councilmembers who echoed industry talking points. This isn’t a messaging failure — it’s a deeper reaction. Residents feel that these technologies are intruding on their privacy and their communities. No PR campaign is going to convince them otherwise. No talking point can override that gut instinct.
